I was about to suggest the YouTube link, but I remembered you can't use YouTube.
Well first, you get lots of wool or yarn or whatever you call it, and you cut it up in about 5in strings, and then you do that for the whole ball, and then take about 6 strings (can be as many as you want, but 6 is a pretty good amount) and tie them in the center.
And after you've done that for all of them, take a wire dog brush, preferably with a crap load of little wires, the more the better, and brush each of them out until they're completely puffy and brushed out.
And after you've finished doing that to all of them, take a hair straightener or a flat iron and straighten all of them.
After that make a base for your tail, so take a lot of yarn and make it pretty thick and wrap it from your foot to your arm, or however long you want your tail to be, so it's like wrapping it in a big loop or circle or something, and tie one end, and cut the other so it looks like a wool horses tail, and then braid it. But braid it with 4 ends instead of three, I'm sure there's a tutorial for that in the web somewhere because I kinda forgot how you do it :P make sure you tighten it really tight too.
And after that, that will be the base of your tail that you're gunna sew the fluffy yarn things you made to. It doesn't matter what color you made the base because you won't see it.
So now you have all the fluffs you made and the base of your tail, so take some thread and a needle, and if you want double the thread to make it stronger, and sew the fluffs on to the base. Just go all the way around and after a while it will look really good.
For the tip though since its a braid and it's tied, you have to sew the fluffs to other fluffs to form a point.
